TELEGRAMS, NOTES, ORDERS

Report the main thing by telegraph ("regarding the case of teacher
Ivanova").
Especially important: verify the indication that the following former and present Black Hundreds members are in the committee of the poor: Teterin, Skvortsov,
Kozlov, Baskakov.
Begin the verification cautiously, so that there is no premature publicity, so that you can cover and expose them completely.
If it turns out to be true, these Black Hundreds members must be publicly expelled and published as leaflets throughout the volost and the uyezd, for it is necessary to accustom the population to the fact that substantive complaints are of serious importance and lead to serious results.
Telegraph me: "Letter received, assignment will be fulfilled," then regarding the progress of the investigation.
Send the results by letter, the exact totals of the investigated matter and the measures taken.
I think that you, as chairman of the gubernia executive committee, do not need a special mandate from me for such a simple matter. If needed, I
will send one.
Chairman of the СНК V. Ulyanov (Lenin).
N Attached is a complaint from V.S. Ivanova
1 At present D.L. Bulatov is in Moscow on responsible Soviet work.
