During the discussion of the draft law on shares at the meeting on April 17, the Council of People's Commissars resolved: "to submit the draft for discussion to the Commissariats of Justice and Foreign Affairs so that it can be submitted to the Council of People's Commissars tomorrow, April 18." At the meeting of the Council of People's Commissars on April 18, the draft was approved as a decree and published in "Izvestia VTsIK" No. 78 of April 20, 1918.

According to the statement of the Commissar of Finance, obstacles are being placed
to a full audit of the State Bank, appointed by him and the control. I propose
to provide the possibility of a full and comprehensive audit of the State Bank; and
to assist the sent auditors. I request you to inform me
by telegraph about providing the auditors with full opportunity
to carry out their assignment.
