¹ This document was written by V. I. Lenin in connection with his conversation with the chairman of the Sergach Uyezd Soviet of Nizhny Novgorod Gubernia, G. G. Rodionov, who had approached him with questions about the situation in the local Soviets in general and in the Sergach Soviet in particular. To resolve specific issues concerning individual branches of administration, Lenin recommended that Rodionov apply to the relevant People's Commissariats.

In the newspaper *Dumy Paharya* (the organ of the Sergach Uyezd Soviet) No. 5–6 of 17 (4) May 1918, together with this note, Rodionov's report to the Sergach Uyezd Soviet of 14 May 1918 on his trip to Moscow, his conversation with Lenin, and his participation in the session of the VTsIK, where on 29 April 1918 Lenin delivered a report on the immediate tasks of Soviet power, was published.

Ya. M. Sverdlov was an outstanding figure of the Communist Party and the Soviet state. A member of the party since 1901. From 1912, a member of the Central Committee of the RSDLP. In 1917–1919, he headed the Secretariat of the Central Committee. From November 1917, Chairman of the VTsIK.
