I ask you, for your part, to provide full assistance to Comrade Popov in the performance of the task assigned to him, appointing at his disposal the necessary, completely reliable and responsible military guard for escorting valuables by rail, water, and overland routes, with sufficient, reliable, and experienced command staff, to whom you are to grant extraordinary powers for all types of orders, the limits and nature of which you are to agree upon with Comrade Popov.
