RESOLUTION ON THE NOTE OF K. S. FINKEL 1
[1918, later than April 30!
I request V. Dm. 2 to find this note and give me a conclusion
on the substance of this paper.
1 Assistant Head of the Department of the Electrical Engineering Industry
of the Supreme Council of National Economy K. S. Finkel wrote to V. I. Lenin on April 30, 1918:
"Referring to the note addressed to the Council of People's Commissars
of March 28 under No. 126 on the introduction of a new system of clerical work in
all state institutions, organizations and departments, and in addition
to your article "The Immediate Tasks of the Soviet Government", I would like here
to once again draw your attention to the urgent and pressing necessity
to change the order of clerical work in all state institutions."
Further, the author developed his ideas on the reorganization of clerical work
based on the application of the Taylor system.
