Sapronov from the Moscow Gubernia Soviet describes the catastrophic food situation in Moscow Gubernia and insists on the necessity of increasing the allocations. Establish at least a minimal ration for issue. Increase issues to the peasantry, otherwise they will eat all the seed and will not plough.
