NEGOTIATIONS

April 27, 1918
By decision of the Council of People's Commissars of April 27 of this year,
Comrade Iosif Vissarionovich Dzhugashvili-Stalin is appointed
plenipotentiary representative of the Russian Federative Socialist Soviet Republic for conducting negotiations with the Ukrainian People's Republic on the conclusion of a treaty, commencing April 28 of this year in the city of Kursk, and for the signing of such a treaty.
