Information as to whether a particular question has been discussed, and if not, whether it has been submitted to the Council for discussion, or what direction has been given by the Secretariat to a question which for some reason could not be placed on the Council’s agenda, must be issued to all persons interested. Persons to whom, in accordance with these instructions, the Secretariat has no right to issue the information they desire, must be referred to the appropriate People’s Commissariats or institutions on whose behalf the given question was submitted to the Council of People’s Commissars.

These instructions must be strictly carried out by the Secretariat.
