On 22 April at 11 o'clock at night the Council of People's Commissars resolved: to propose to the Military Commissariat to take immediately all measures depending upon it for the defence of the eastern border of Kharkov Province, and especially the station of Chertkov, which the Germans and the haidamaks are striving to occupy in order to interrupt railway communication with Rostov.
