i. g. Smidovich's report to the Presidium of the Supreme Council of National Economy on the reorganization of Osotop (see Protocol of the Council of People's Commissars No. 26, point 2, of December 28 (15), 1917).

On the question of the reorganization of Osotop, resolutions by Lenin and Smidovich were proposed: Smidovich's resolution gathered an equal number of votes for and against (+ 6 and - 6), in connection with which it was, apparently, revoted on. During the second vote, the resolution proposed by Lenin was adopted.

AMENDMENTS TO THE DRAFT DECREE ON THE ORGANIZATION OF THE CHIEF PEAT COMMITTEE.
April 21, 1918

§ 1. For the purpose of general regulation of the peat industry and increasing fuel production, a Chief Peat Committee is established under the Fuel Department of the Supreme Council of National Economy.

All institutions that have been in charge of and are in charge of peat matters of peat production are merged with the Chief Peat Committee and immediately proceed to work out practical ways of merging.

Reconnaissance and detailed surveys of peat deposits in order to determine their suitability for development are carried out on the initiative of both the Commissariat of Agriculture and the Chief Peat Committee, and both these departments must act in a coordinated manner jointly, without fragmenting the unified work.

The composition of the Chief Peat Committee includes [all specialists representatives of the commissariats: Agriculture] with a decisive vote. Labour, Railways], Food with a consultative].
