To the Council of People's Commissars

Regarding the matter of the reorganization of the Red Cross, which has come to my attention through V. M. Bonch-Bruyevich, I urge most strongly:

1) to demand written explanations
(a) from all members of the committee (§ 3 section I), (b) from all departments which were supposed to send representatives —
— explanations concerning when the committee met, where its minutes are, etc.

It is necessary not only to reprimand, but to bring to trial a number of persons (they must be identified) for non-fulfillment of the decree.
