DRAFT DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS (CPC).
[16 April 1918]

A Commission is appointed, consisting of Comrade Unshlikht and two members of the Central Executive Committee, Tikhmenyev and Yenukidze, for the purpose of auditing the affairs of the Prisoner-of-War Sub-Department, unifying this work insofar as it is fragmented among various Commissariats, and taking the most energetic measures to put in order the evacuation and exchange of prisoners of war.

The Commission has the right to report to the Council of People's Commissars.

The Commission is obliged to bring in members from all Commissariats and institutions involved in this matter and to work toward the systematic unification of their activities.
