The draft on labour discipline, drawn up by the All-Russia Council of Trade Unions, is put forward for discussion. Comrade Lenin proposes a number of amendments and a number of more definite formulations for particular clauses of the draft; he proposes that the draft be made more concrete. Piece-work pay must be introduced unconditionally in all branches of production; in those trades where this is impossible, a system of bonuses must be established. In order to measure productivity and maintain discipline, it is necessary to set up industrial courts, to organise groups of controllers not from within the enterprise, but from outside, from various professions, enlisting engineers, accountants, and peasants. The decree must state clearly that the Taylor system is to be introduced, in other words, that all the scientific methods of work which this system puts forward must be utilised. Without it we cannot raise productivity, and without that we shall not introduce socialism. In implementing this system, American engineers must be brought in. Of course, when introducing it, poor nutrition must be taken into account, and therefore a starvation output norm must be adopted. As for punitive measures for non-observance of labour discipline, they must be stricter. Punishment up to and including imprisonment is necessary. Now, when labour discipline is violated, especially with the introduction of labour conscription, a criminal offence is committed, and a definite penalty must be imposed for this.
