¹ Lenin's note was written after familiarization with Protocol No. 34 of the emergency plenary session of the central committee of the Black Sea Fleet from March 23, 1918, at which, with the active participation of the extraordinary commissar on the Rumanian Front, the Left Socialist-Revolutionary V. B. Spiro, a resolution was adopted proclaiming the Central Fleet a "supreme organ of administration of the entire Black Sea Fleet, independent of the Council of People's Commissars" (CPA IML at the CC CPSU). At that same session, Spiro made statements disclosing secret diplomatic information. This matter was considered at a session of the Council of People's Commissars on April 6, 1918.

Comrade Chicherin, The bearer, comrade Bogrova,¹ was in 1905 a member of the Council of Workers' Deputies and is personally well known to me. It is extremely necessary for her to depart as soon as possible to Switzerland for an operation (the illness is extremely grave and does not yield to treatment by local surgeons). Could she not be included in the composition of the Swiss embassy? Please think this over and telephone me or we can discuss it at a meeting.

¹ The note appears to have been written at a session of the Council of People's Commissars on April 27, 1918, at which G. V. Chicherin was present. He wrote to V. I. Lenin about his conversation with Ritzsler, counselor of the German mission ("Mirbach's inspirer"), concerning questions of requisition and contribution of the property of Baltic Germans. In response to Lenin's question, Chicherin put forth a series of his proposals for an answer to the German ambassador in Moscow, Mirbach, and consulted with Lenin on them.

To Gukovsky:

1) Did you have a meeting of the financial commission of the Central Executive Committee today?

2) What were the voting results?
   (a) in general (b) on Roze's theses?
   (c) on Zemit's?

3) Zemit is being called to the Commissariat of People's Enlightenment for work. Should he not be more firmly retained in the Commissariat of Finance?

In my opinion, he should be. (The Commissariat of Finance is weak in worker personnel—truly weak—it needs to be reinforced; otherwise you will have no right to complain later about shortage of personnel.)
