¹ The note apparently was written simultaneously with a telegram sent on April 1, 1918 to the Chairman of the Council of People's Commissars of the Petrograd Labour Commune requesting that a decree of the Council of People's Commissars be issued on the immediate withdrawal of detachments of Red Guards who had penetrated into Finland contrary to the will of the Soviet authorities, with an urgent request to communicate the exact text of this decree (see V. I. Lenin. Complete Collected Works, vol. 50, pp. 54–55).

¹ Lenin's note was written after his examination of Protocol No. 34 of the emergency plenary session of the central committee of the Black Sea Fleet from March 23, 1918, at which, with the active participation of the extraordinary commissar on the Rumanian Front, Left Socialist-Revolutionary V. B. Spiro, a resolution was adopted proclaiming the Central Fleet the "highest organ, independent of the Council of People's Commissars, for the administration of the entire Black Sea Fleet" (Central Party Archive of the Institute of Marxism-Leninism under the Central Committee of the CPSU). At that same session, Spiro delivered a disclosure of secret diplomatic information. This question was examined at a session of the Council of People's Commissars on April 6, 1918.

The bearer, Comrade B o g r o v a¹, was in 1905 a member of the Council of Workers' Deputies; I know her personally well. It is extremely necessary for her to depart as soon as possible to Switzerland for an operation (the illness is extremely grave and does not respond to treatment by local surgeons). Would it be possible to include her in the composition of the Swiss embassy? Do consider this, please, and either telephone me or we shall speak at a meeting.

Given an extremely grave illness requiring an operation in Switzerland, she needs to depart there urgently. Her funds, however, are in a safe. Would it not be possible to examine her petition on this matter as quickly as possible? Is there an established procedure for examining such petitions? Please telephone me your reply.
