To:   THE C.E.C. OF THE SOVIETS OF SIBERIA

I have received Yakovlev’s memorandum. [1] I approve the plans of preparation and mobilisation. If they advance,
offer resistance. I have passed it on to the Commissariat
for Military Affairs. We shall try to help by sending money
although our difficulties are extremely great.

Please send information more frequently.

N. N. Yakovlev, Chairman of the Central Executive Committee
of Siberian Soviets, informed Lenin of the measures taken to
organise resistance to the Japanese interventionists in connection
with the landing of their troops in Vladivostok.
