The Council of People’s Commissars in Petrograd (after the government’s relocation to Moscow) informed Lenin in a memorandum, requesting appropriate directives on this matter.

On Gutuyevsky Island (a suburb of Petrograd) stood the Petrograd City Customs Office.

Comrades in the hide‑trading industry request that the matter of the intimidation of district soviets be examined and that a draft telegram be prepared for local soviet executive committees—against interference and in favor of restoring authorized trade practices.
It is highly desirable to assist them in this regard.
