Lenin's project was discussed at a number of meetings of
representatives of cooperative and food supply organizations.
Bourgeois cooperators unanimously considered this decree
project fundamentally unacceptable to them, "encroaching on the
independence of cooperation."
Cooperators especially objected to points 5, 2, 4, and
7 of Lenin's project. On March 29, a meeting of representatives
of Centrosoyuz and allied cooperative associations elected a
delegation to negotiate with representatives of the Soviet
authority, giving it the instruction:
"to seek the repeal of the project in this form,"
