The note was written by V. I. Lenin during the session of the Fourth Extraordinary All‑Russian Congress of Soviets.
* * In response to the appeal from the President of the United States of America,
the Congress of Soviets adopted the resolution proposed by V. I. Lenin, in which it expressed its gratitude to the American people for their sympathy with the Russian people during these days of severe trials (see V. I. Lenin, Collected Works, Volume XXII, p. 387).
* * * In his reply, Y. M. Sverdlov wrote:
“1) With Wilson, the matter is settled—your resolution has been adopted, having been unanimously approved in the Presidium beforehand.
2) To speak in 15–20 minutes.—Y. Sverdlov.”
* * * * The notes constitute
a response to the request of the assistant to the Commissioner of the Metal Supply Department, S. G. Uralov (Kislyakov), to be received for a report on his trip to Vladivostok to arrange for the export of metal from there.
