The Congress affirms (ratifies) the peace treaty concluded by our representatives in Brest-Litovsk on March 3rd, 1918.

The Congress recognizes as correct the course of action of the Central Executive Committee and the Council of People's Commissars, which decided to conclude this incredibly severe, violent, and humiliating peace, in view of our lack of an army and the extreme exhaustion of the people's forces by war, who received from the bourgeoisie and bourgeois intelligentsia not support in their distress, but rather selfish class exploitation of their misfortunes.

The Congress also recognizes as absolutely correct the course of action of the peace delegation, which refused to enter into detailed discussion of the German peace conditions, inasmuch as these conditions were imposed upon us by an obvious ultimatum and undisguised violence.

The Congress puts forward in the most insistent manner before all workers, soldiers and peasants, before all toiling and oppressed masses the very main, urgent and pressing task of the present moment—the raising of discipline and self-discipline among the toilers, the creation everywhere and at all times of solid and well-organized bodies, embracing, where possible, all production and all distribution of products, a merciless struggle against that chaos, disorganization, and ruin which are historically inevitable as a legacy of the most dreadful war, but which at the same time constitute the chief obstacle to the work of the final victory of socialism and the consolidation of the foundations of socialist society.

Now, after the October overturn, after the overthrow of the political power of the bourgeoisie in Russia, after we have broken and published all secret imperialist treaties, after the annulment of foreign loans, after the workers' and peasants' government has proposed a just peace to all nations without exception, Russia, having torn herself free from the grip of the imperialist war, has the right to declare that she does not participate in the plunder and suppression of foreign countries.

The Russian Soviet Federative Socialist Republic, henceforth unanimously condemning predatory wars, recognizes her right and her obligation to defend the socialist fatherland against all possible attacks from any of the imperialist powers.

The Congress therefore recognizes it as an absolute duty of all toiling masses to strain all their forces for the recreation and increase of the defensive capacity of our country, for the recreation of its military might on the basis of socialist militia and universal military training of all adolescents and adult citizens of both sexes in military knowledge and military science.

The Congress expresses unshakeable conviction that the Soviet power, which has steadfastly fulfilled all obligations of international solidarity of workers of all countries in their struggle against the yoke of capital for socialism, will continue to do everything in its power for the promotion of the international socialist movement, for ensuring and hastening the path that leads humanity to emancipation from the yoke of capital and from wage slavery, to the creation of socialist society and lasting, just peace among nations.

The Congress is profoundly convinced that the international workers' revolution is not far off and that the complete victory of the socialist proletariat is assured, notwithstanding the fact that imperialists of all countries do not shrink from the most bestial means of suppressing the socialist movement.
