He published the newspaper "Utro Rossii", expressing the interests of the big bourgeoisie. After the victory of the October Revolution, he emigrated to France, where he conducted counter-revolutionary activities against the Soviet state.

1 The note was apparently written simultaneously with the telegram sent on April 1, 1918 to the Chairman of the Council of People's Commissars of the Petrograd Labor Commune, so that the Council of People's Commissars would issue a decree on the immediate recall of Red Guard detachments that had penetrated into Finland against the will of the Soviet authorities, with an urgent request to communicate the exact text of this decree (see V. I. Lenin. Poli. sobr. soch., volume 50, pp. 54-55).

Lenin's note was written after reviewing the minutes No. 34 of the extraordinary plenary session of the central committee of the Black Sea Fleet of March 23, 1918, at which, with the active participation of the extraordinary commissar on the Romanian front, the left SR V. B. Spiro, a resolution was adopted proclaiming the Central Fleet as "the highest body for managing the entire Black Sea Fleet, regardless of the Council of People's Commissars" (TsPA IML under the Central Committee of the CPSU). At the same meeting, Spiro made a disclosure of secret diplomatic information. This issue was considered at a meeting of the Council of People's Commissars on April 6, 1918.
