They complain that their money in their current account is n o t
being paid out to them regularly and immediately, and that transfers to other cities are not accepted from them*. This, if it is true, is the height of scandal.

I earnestly request that you take energetic measures to establish order and to pay out such funds immediately and out of turn.

V. I. Lenin's reply was given on a note from N. P. Avilov (Glebov), Commissar of the Black Sea Fleet, transmitted via direct wire from Novorossiysk on April 28, 1918. Avilov reported on the grave situation in the Crimea and inquired about the progress of peace negotiations between the RSFSR and the Ukrainian Central Rada (see also Lenin Miscellany XVIII, pp. 64–66).
N. P. Avilov (Glebov)—a member of the RSDLP since 1904. After the October socialist revolution—in responsible military-political, trade union, Soviet and Party work.

Lenin names the composition of the delegation of the RSFSR empowered to conduct negotiations and sign a treaty with the Ukrainian People's Republic.
Kh. G. Rakovsky—a member of the Bolshevik Party since 1917. After the October socialist revolution engaged in Party and Soviet work. Repeatedly came out against the Leninist policy of the Party; active figure in the Trotskyist opposition. Excluded from the Party for factional activity.
