ON THE QUESTION OF LABOR OBLIGATION

Labor discipline cannot be introduced by decree. Preparatory work is necessary. The norms of labor discipline should be entrusted to competent persons to work out; their implementation should be entrusted to trade unions. The trade unions themselves will hardly be able to work out norms.
Perhaps mobile groups of the best controllers are necessary, not from a given trade, since trade unions will inevitably proceed from the interests of their trade. As for measures to combat violations of labor discipline, dismissal without warning is insufficient; a number of other measures are necessary—one should ask competent persons, engineers, foremen about these measures.
To implement the labor obligation, which we will apply to the wealthy, it is necessary to work out a form of worker's book for each wealthy person.
