Approved.

1. A special Commission is established at the Council of  
Lenin  
People's Commissars for the consideration of minor matters not requiring discussion of principles.

2. The members of the Commission are appointed from among the People's Commissars and their deputies in the number of 4 persons.

3. The Commission meets not less than three times a week and its resolutions are approved at the nearest session of the Council of People's Commissars at the beginning of the session before the resolution of other matters.

4. Matters are decided by simple majority; at the request of one of the members, a matter may be transferred for consideration by the Council of People's Commissars as a separate question.
