1. Cooperative organizations serve, in each area of their activity, the entire population on an equal footing, both members and non-members.
2. Each first-degree cooperative (or its branches) serves a specific territorial section.
Note: Exemptions are permitted (based on their applications) to working-class cooperatives.
3. Within each territorial section, no more than two cooperatives may operate: a general civic cooperative and a class-based working-class cooperative.

5. Cooperatives shall take measures to ensure the rapid involvement of the entire population in the cooperative organization (dividends on membership shares are not paid).
