TELEGRAM TO THE PRESIDIUM OF THE FIRST CONGRESS
OF SOVIETS OF THE DON REPUBLIC

I greet with all my heart the first congress of Soviets of the Don
republic.
I particularly warmly endorse the words of the resolution
concerning the necessity of victoriously concluding the intensifying
struggle on the Don against the kulak elements of the Cossackry. In these
words lies the most correct definition of the tasks of the revolution.
Precisely such a struggle now stands on the agenda throughout all of Russia.

The bearer of this document, comrade Kirill Roshchupkin, came to
me today, March 16 (3), 1918, with credentials from the Eighth Army and
an account of the situation. In my opinion, it would be appropriate to discuss
the question: whether we should not give this comrade papers entrusting
him with the task of supervising the withdrawal of Great Russian forces
from Ukraine. Discuss this and, if you share my view that this must be
done, give Roshchupkin such a document.

ON THE SUPREME MILITARY COUNCIL
(TELEGRAM TO N. I. PODVOYSKY)
April 1, 1918

At the head of the defence of the country is placed the Supreme
Military Council, upon which the following tasks are laid:

a) the setting of fundamental assignments to the military and naval
departments for the defence of the state;

b) the setting of assignments to the defence departments for the
organization of the armed forces of the country (army and navy);

c) the unification of the activities of the army and navy and the
resolution of all questions common to the military and naval departments;

d) supervision of the fulfilment by the defence departments of the
tasks laid upon them; and

e) the systematic gathering of factual information about all military
personnel, according to their knowledge and combat experience suited for
positions of the highest military command.

The composition of the Supreme Military Council includes:

1. As chairman—the People's Commissar for Military Affairs;

2. The People's Commissar for Naval Affairs, member of the
collegium of the People's Commissariat for Military Affairs;

3. Two specialists in military affairs, possessing military knowledge
and combat experience, and one specialist in naval affairs, also possessing
military knowledge and combat experience.
