The documents printed below (24 and 25) relate to the VII
Party Congress, which took place in Petrograd from March 6 to 8, '40 {1918.
The first document represents notes taken during P. I. Bukharin's
co-report on the issue of war and peace and during the speeches
of speakers who opposed the conclusion of a separate peace.
The record was made on one quarter sheet of paper, divided by Le
nin into 2 columns: the first column refers to the morning
session of March 7, the second to the evening session. A quote from the speech
of D. B. Ryazanov in the evening session of March 7 was already recorded
on another quarter sheet of paper. On the same quarter sheet, Lenin
on March 8 made notes on the concluding remarks of N. I. Bukha
rin. Lenin began his concluding remarks with an analysis of the latter notes.
Based on the record of the debates on the first day of the congress, Lenin
compiled on the evening of March 7 or on March 8 before the congress session
a plan of the concluding remarks, to the presentation of which Lenin proceeded
after remarks on quotes from the speech of D. B. Ryazanov
and the concluding remarks of N. I. Bukharin. (See "Concluding
