The Congress considers that a refusal to enter the Central Committee under the present condition of the Party is especially undesirable, inasmuch as, being generally in principle inadmissible for those desiring Party unity, such a refusal would now doubly threaten the unity of the Party.

The Congress declares that it is not by withdrawal from the Central Committee, but by an appropriate statement that each comrade can and should remove from himself responsibility for the steps of the Central Committee which he does not share.

Therefore the Congress, in firm hope that, after consulting with the mass organizations, the comrades will renounce their statement, proceeds with the elections, disregarding this statement.
