Penza, Council of People's Deputies and Commissars

For strict implementation we propose to the Council, all its departments and commissars, to render every possible active assistance to the Expedition for the Procurement of State Papers, especially in the placement of workers arriving from Petrograd and the provision to them of food and all necessities. It is proposed to you to immediately issue a directive to all hospitals and infirmaries of Penza regarding the cessation of the acceptance of the wounded, sick, and notification about this to the appropriate authorities, since the infirmaries of Penza are intended for institutions being evacuated from Petrograd.
