1The delegation of the People's Secretariat of Ukraine (leader V.P.Zatonsky, members: E.V.Neronovich, E.P.Terletsky, Rudenko) sent to Brest-Litovsk to sign a peace treaty with Germany on behalf of Soviet Ukraine. Before leaving Moscow (between February 24 and 28), Lenin spoke with the delegation. However, the command of the German troops did not let it through, and it returned to Moscow. On March 3, Lenin had a conversation with Zatonsky. The delegation left for Ukraine the same day, having received the following instruction from Lenin: "March 3, 1918. To all railroad committees.

We ask you to render the most energetic assistance to Comrades: Zatonsky, Neronovich, Terletsky and Rudenko in boarding the trains. Their advancement should be immediate. Chairman of the Council of People's Commissars V. Ulyanov (Lenin)" (RCCHIDNI, f. 2, op. 1, d. 5487).
