Petrograd, March 1 (February 16)
On March 1 (February 16) at 8 o'clock in the evening the following telegram was received from Brest-Litovsk:

"Petrograd, Smolny, Council of People's Commissars. Send us a train to Toroshino (near Pskov) with sufficient guard. Coordinate on the latter with Krylenко. Signature: Karahan."

This telegram, in all probability, means that the peace negotiations have been broken off by the Germans. One must be prepared for an immediate German offensive on Piter and on all fronts generally. It is absolutely necessary to mobilize everyone and strengthen measures of guard and defence 57.
