(2) w h o e x a c t l y (names and addresses) holds all these goods.

Secondly, where (by whom, when?) was the order for their protection issued?
Who is responsible for their protection?

Thirdly, who is responsible for their correct (rationed, standardized, coupon-based) distribution?

Fourthly, what has been done (by whom?) to distribute f r e e o f c h a r g e to the poor
a portion of these goods and the entire sum of confiscated products?²

¹ The note was written in connection with the inventory being conducted by the Supreme Council of the National Economy of goods located in private, quartermaster, and railway warehouses, and their subsequent distribution.
² In response to Lenin's inquiry, it was reported that: 1) goods have been inventoried by private, quartermaster, railway, and other warehouses; 2) the organizations to which the warehouses are assigned are responsible for their protection. The release of goods from warehouses is carried out according to orders from the relevant centers (Centrotextile, Centrosoap, etc.); 3) standardized and coupon-based distribution is conducted by the city food committee through cooperatives, shops, and private firms; 4) there are very few confiscated products.
