Lenin delivered a major speech in which he called upon the Latvians to support Soviet power on the question of peace. To the exhausted Russian people we must give peace at any cost; by doing so we will strengthen the revolution and begin the construction of a new, young Russia. The territories that are to be ceded will not remain in anyone's possession anyway, since the Russian revolution will spread in the immediate future not only to Germany but to other warring states as well. Under the influence of the world social revolution, German imperialism will be forced to renounce all of its conquests.
