Taking into account, firstly, that alongside Finland there is a huge city with an unusually high percentage of bourgeois population; secondly, that Finland usually sends about 30,000 Finnish workers to Petrograd; thirdly, that the bourgeoisie of Petrograd usually sends about 200,000 bourgeois to Finland; fourthly, that therefore formal equality of Finnish and Russian citizens (in the question of their use of political rights abroad) would in fact be an obvious privilege for the Russian bourgeoisie;

The Council of People's Commissars recommends that the Russo-Finnish Conciliation Commission amend § 13 of the draft as follows:

either in § 13 speak not of citizens, but only of workers and peasants who do not exploit the labour of others;

or add to the previous wording of § 13 a proviso that Russian citizens arriving in Finland and unable to prove their belonging to the two above-mentioned categories of working people shall not enjoy political rights in Finland 634.

In view of Comrade Shreider's statement that he is firmly convinced, contrary to the opinion of the commission, of Comrade Mitsgendler's guilt in bribery, the Council of People's Commissars considers it Comrade Shreider's duty, firstly, to repeat his statement

in writing, secondly, to bring charges against Mitsgendler immediately in court on his own personal behalf 635.
