1 Following the breakdown of peace negotiations in Brest-Litovsk on February 16, the German military command officially announced the cessation of the armistice and began an offensive along the entire front on February 18. German troops occupied several cities in Soviet Russia, posing a threat to Petrograd. On February 21, Petrograd was declared to be in a state of siege. On the same day, at a meeting of the Petrograd Soviet of Workers' and Soldiers' Deputies, it was decided to form a Revolutionary Defense Committee of Petrograd consisting of 15 members. On February 25, the Revolutionary Defense Committee established a bureau, which included the individuals (except Blagonravov) mentioned by V.I. Lenin in this document.
