Today, May 9, 1918, I was brought a telegram from Siberia dated April 25, 1918, from the secretariat. 1
I was shown this telegram only yesterday.
Meanwhile, this telegram is most important, as a response
to my telegram of April 23, 1918. 2
Therefore, I declare to all employees, secretaries and higher
in the Administration of Affairs of the Council of People's Commissars:
reprimand and I warn that next time the responsibility will be
stricter.
