TELEGRAM TO THE PEOPLE’S GOVERNMENT
OF FINLAND
Helsinki
Governmental. Confidential. Urgent
February 14, 1918
I request that you immediately inquire with the Central Committee of the Baltic States regarding the arrival of Swedish cruisers off Åland and the landing of Swedish troops.
Please do not fail to inform me by telegraph as soon as possible,

what information the Workers’ Government of Finland possesses on this matter,
and what its stance is toward this entire issue—and toward the intervention of Swedish military forces*.
