I request that you render every possible assistance to representatives and members of the American embassy who wish to settle temporarily in Vologda¹.

## TELEGRAM TO THE PENZA SOVIET OF WORKERS' AND SOLDIERS' DEPUTIES,
ITS DEPARTMENTS AND COMMISSARS
[6 March 1918]

To Penza, Soviet of Workers' and Soldiers' Deputies and commissars:

For strict implementation, we propose to the Soviet, all its departments and commissars, to render every possible active assistance to the Expedition for the Procurement of State Paper Supplies, particularly in accommodating workers arriving from Petrograd and supplying them with food and all necessities. You are proposed to issue immediately an order to all hospitals and medical stations in Penza to cease the admission of wounded and sick, and to notify the appropriate authorities thereof, since the medical stations of Penza are designated for institutions being evacuated from Petrograd¹.
