DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS
[FEBRUARY 12 (JANUARY 30), 1918]

a.
The Council of People's Commissars instructs the Commissariat of Railways to immediately draft and submit to the Council of People's Commissars a draft decree prohibiting all free travel on railways, except for one trip home for each soldier returning from the place of service after demobilisation.*

b.
The Council of People's Commissars instructs the manager of the State Bank to send, as a matter of priority and at all costs, 200 million rubles to the south at the disposal of Yakubov's expedition¹ for supplying grain to needy localities, as directed by the Food Commissariat.

c.
The Food Commissariat is to urgently enter into an agreement with the Military Commissariat on immediately involving the road work detachments available at the front in food supply work. These detachments, in as large numbers as possible, are to be sent to grain-producing areas for emergency measures to lay rail tracks and other means of improving and expediting the transport, delivery, and storage of grain.**

d.
The duty of the guard shall be, in particular, the relentless struggle against speculation and unauthorized transport of food cargoes.
