1. The historical approach of the developing Russian revolution to the conflict between the Constituent Assembly and the Soviet power:

- The Soviets as the only popular force that achieved the monarchy;

- the growth and strengthening of the Soviets from 28 February up to 25 October;

- the elections to the Constituent Assembly before the split of the S.R.s and before the Great October Revolution;

- the elections of the S.R.s by Soviet lists.

3. For the socialist revolution, not the so-called "all-people's" institutions of bourgeois parliamentarism are needed, but class institutions of the working and exploited masses.

The development of the Russian revolution has outlived bourgeois parliamentarism in the course of struggle and conciliation, having created the soviet republic as a form of the dictatorship of the proletariat and the poorest peasantry.

Not a step backward.

5. The party of the Right S.R.s and Mensheviks outside the Constituent Assembly is waging a furious counter-revolutionary struggle against the October Revolution.

6. Conclusion: The Constituent Assembly, in its remaining portion, is a cover for the struggle of counter-revolutionaries to overthrow Soviet power...

7. The Constituent Assembly is dissolved.
