The Council of People's Commissars requests that the Food Congress immediately—tomorrow morning itself—allocate several, at least three, of the most experienced food workers so that they might at once take part in the work of the existing superior food institutions and in the discussion of the most decisive and revolutionary measures for combating famine.

The Council of People's Commissars requests that the Food Congress select a commission to hear reports from all groups, institutions, and workers in the food sector currently in conflict, and to transmit the conclusions of this commission to the Council of People's Commissars.

At the session of 21. I. 1918

Having heard a report on the investigative commission regarding the Investigative Commission, the Council of People's Commissars resolved:

To supplement the commission with two members, namely comrade Algasov and one Bolshevik, as designated by Sverdlov.

To grant the commission the right to conduct searches, seizures, and arrests without prior consultation with any institution whatsoever.

To provide the commission with technical means and to open a credit from the resources of the Commissariat of Justice.

To request that the commission work more rapidly and energetically, in order to be able more quickly to identify those whose innocence is already evident by virtue of the obvious bad faith of the denunciations.624
