RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS
January 1 (14), 1918
The Council of People’s Commissars welcomes the decisive measures taken by the Supreme Commander in the struggle against the Kalédin forces and their collaborators,
and at the same time resolves that the commander of the troops is authorized
to employ, against capitalists who are sabotaging and threatening to provoke unemployment and famine, repressive measures extending as far as the assignment of the guilty parties to forced labor in the mines.
