The documents printed below were written by Lenin in response to an official communication he received from the Regional Council of the Food-Economic Committee of Western Siberia and the Urals, reporting that the Omsk Railway was sabotaging the dispatch of food supplies to the west and that Vikzhel was not providing assistance in dispatching more than a thousand wagons that had already been loaded.

The communication to Lenin was delivered by delegates from the Ural Soviets who arrived on a grain transport train.

The first document, representing a note to the secretary, is written on the very communication from the Food-Economic Committee itself; the second — a note to the Commissariat of Food — is on a small letterhead of the Chairman of the Council of People's Commissars. Both documents were written, in all probability, simultaneously, that is, on 28 (15) January 1918.
