1 This record was kept by Lenin, apparently in the course of two sessions of the Council of People's Commissars during the night of 18—19 (5—6) January 1918 in connection with the examination of the theses of the decree on the dissolution of the Constituent Assembly.

The surnames in the first column were recorded, apparently, at the first session; of these, only a part, evidently up to "Elizarov-Sverdlov," had time to speak, since these surnames were crossed out by Lenin; the remaining surnames were left uncrossed, and a line was drawn beneath them. The surnames in the second column, written by Lenin below the line, were apparently crossed out at the subsequent session.

At these sessions, judging from the record of speakers, there were present representatives of the Left Socialist-Revolutionaries: G. D. Zaks, I. Z. Steinberg, V. A. Karelin, A. L. Kalegazev, V. A. Algasov, and N. P. Prosh'yan.
