1III All-Russian Congress of Soviets of Workers', Soldiers' and Peasants' Deputies was held January 10-18 (23-31), 1918 in Petrograd. The congress heard and discussed the reports of Y.M.Sverdlov on the activity of the All-Russian Central Executive Committee of Soviets, V.I.Lenin on the activity of the Council of People's Commissars and I.V.Stalin on the federal structure of the republic and on the national policy of the Soviet power. The Congress approved the "Declaration of the Rights of the Working and Exploited People", endorsed the policy of the All-Russian Central Executive Committee and the SNK, the main provisions of the law on the socialization of land and gave the government broad powers in solving the question of peace (see: Decrees of Soviet Power. Vol. I, pp. 340-343, 348-351).
