The C. of P. Commissars] asks the Foodstuffs Congress immediately, tomorrow morning, to allocate several, even if three, of the most experienced foodstuffs workers so that they can immediately take part in the work of the existing higher foodstuffs institutions and in the discussion of the most decisive [measures] and revolutionary measures to combat hunger.

The C. of P. Commissars] asks the foodstuffs congress to elect a commission to hear reports from all groups, institutions and workers in the foodstuffs business currently in conflict and to submit the conclusion of this commission to the C. of P. C.

February (January 25) 1948 the SNK appointed a commission
of representatives from: the Petrograd Soviet, the Food
Administration, and the military department, to develop measures to
improve the food supply in Petrograd. February 12 (January 30)
1948, the SNK meeting heard a report from the commission (M. K.
Vladimirov and Z. D. Manuilsky) and the decree they proposed
on the protection of railways. Apparently, during the discussion
of the report and the decree, Lenin drafted a number of separate proposals,
which were then adopted as an SNK resolution on this report.
Given that the SNK resolution is somewhat fuller than the
proposals preserved in the manuscript, we print the remaining points of the resolution in footnotes, which, possibly, were also introduced by Lenin, but have not been preserved in the manuscript.
Since the proposals are written on separate sheets of paper, as independent points, we subdivide them into "a",
"(G", "v", and "g". The first three points were entirely included in the resolution of the Council of People's Commissars.
Points "a" and "g" were included unchanged as an addition
to the SNK decree on the protection of railways. Point "a" is written,
apparently, as an independent document in the form of a directive
to the Commissariat of Railways signed by the Chairman of the Council
of People's Commissars.
The SNK decree in the form in which it is preserved in the
materials of the SNK minutes (see appendix) was not printed; on
the basis of it, the "Regulations on the All-Russian Interdepartmental Extraordinary Commission for the Protection of Roads" were developed, which
was published the day after the SNK adopted a resolution
on the protection of roads (see "Izvestia VTSIK" No. 35 of 27 (44) Fe
bruary 1948).

with the Commissariat of Military on immediately engaging
