The radiograms printed below are information about the situation in the country for February 5—5 (January 21—23), 1918. The first two radiograms, written by Lenin, were not published and are being printed for the first time from manuscripts preserved in the archive of the Lenin Institute; the third radiogram, whose manuscript has not been found, is printed in the appendix according to the text of *Pravda* No. 18, February 6 (January 24), 1918. By comparing the content of the first two radiograms with the last, one can assert without error that the third radiogram was also written by Lenin. Notes (with continuous numbering) to the first two documents are given together after document 7.

BY RADIO. TO ALL. PEACE DELEGATION IN BREST-LITOVSK IN PARTICULAR.

[February 3 (January 21), 1918]

We too are extremely troubled by the absence of wire communication, in which, it seems, the Germans are to blame². The Kiev Rada has fallen. All power in Ukraine is in the hands of the Soviet. The authority of the Kharkov Central Executive Committee on Ukraine is undisputed; the Bolshevik Kotsyubinsky has been appointed commander-in-chief of the forces of the Ukrainian Republic³. In Finland the cause of the bourgeois counter-revolutionaries is hopeless; the workers' rage against them is unimaginable⁴. On the Don 46 Cossack regiments at a congress in the stanitsa of Kamenskaya have declared themselves a government and are fighting against Kaledin⁵. Among Petrograd workers there is great upsurge of enthusiasm in connection with the formation of a Soviet of Workers' Deputies in Berlin⁶. There are rumors that Karl Liebknecht has been released and will soon take the lead of the German government. Tomorrow at a session of the Petrograd Soviet the question of an address to the Berlin and Vienna Soviets of Workers will be raised⁷.
