1The notes were made by Lenin at a meeting of the Central Committee of the RSDLP(b) January 11 (24), 1918, when discussing the issue of "peace and war". At the meeting of the Central Committee with party workers on January 8 (21) January three points of view on this issue: 1) the conclusion of peace; 2) revolutionary war; 3) declaring the war terminated, demobilization of the army, peace not to sign. At the meeting of the Central Committee none of the points of view received a clear advantage, so the majority of participants agreed with Lenin's proposal - to delay the negotiations in every possible way (see: Minutes of the Central Committee of the RSDLP(b). August 1917 - February 1918. Moscow, 1958, pp. 167-173).
