1The meeting of the Central Committee of the RSDLP(b) with representatives of various currents in the party on the question of concluding a peace treaty with Germany was held on January 21 (February 3), 1918. It was attended by V.I.Lenin, I.V.Stalin, M.K.Muranov, Artem (F.A.Sergeev), G.Y.Sokolnikov, G.E.Zinoviev (making up 1 group); A.Lomov (G.I.Oppokov), N.N.Krestinsky, A.S.Bubnov, N.I.Bukharin, M.S.Uritsky (2nd group); N.Osinsky (V.V.Obolensky), I.N.Stukov (3rd group); E.A.Preobrazhensky, A.P.Spunde, Y.G.Fenigstein (4th group). The minutes of the meeting have not survived. Only the voting table of each participant on ten questions has been found: 1) Is peace between socialist and imperialist states permissible at all? ; 2) Is it permissible to sign the German annexationist peace now? ; 3) Should the negotiations be prolonged or not? ; 4) Should they be prolonged until they break with the Germans? ; 5) Should the negotiations be broken off immediately? ; 6) Is it permissible to sign the German annexationist peace if they break off the negotiations and the ultimatum?; 7) Is it necessary to sign peace in such a case?; 8) Is it necessary to sign peace if Kühlmann, under the pressure of the revolutionary movement inside Germany, agrees to the original conditions of our delegation?; 9) Is it necessary to create the Red Army?; 10) Are economic treaties between a socialist state and an imperialist state permissible?
