The PK resolves to participate in both newspapers established by the CC, on the conditions proposed by the CC, and to exert all efforts to serve more fully and broadly the needs of local work and to develop in greater detail the general Party line. Having grounds to fear that the CC or the editorial board appointed by it might place excessive trust in comrades-internationalists who have diverged from Bolshevism, that the CC might restrict the freedom and independence of local comrades, that the CC might not grant them influence corresponding to their role as leaders of local work, the PK elects a commission to formulate precise guarantees of the PK's rights in the local sections of both newspapers.
